I would like to change Haason Reddick from MLB to OLB, I run a 34 defense but he would be a good OLB (78 speed rusher) with his current overall at MLB being 78 also

Ok, an argument could be made about top attributes at position (pass rusher) but some other 34 olb are faster.

He will go up ovr so his xp threshold will jump up and he'll likely only get a couple of skill points in finesse.

But he is just as good as Chandler Jones in that position? So then maybe I have to move Jones to another position?

Yeah you are right. Reddick would probably be much better as the ROLB in my scheme is supposed to be a Speed rusher and Jones doesnt have any of that

He played DE in college so I guess its ok if the move doesnt make him a top 3 fastest OLB. 
Jones shouldnt be moved though because he's superstar.
