Near is an entire formation. 
According to the PB Rules you're only allowed to either add one formation or 2 sets, so either you have to get rid of Gun Bunch or scrap Near and add another Set instead.

Members may add 1 Formation plus 1 additional Set OR just 2 Sets to their offensive playbook. For example, if your playbook doesn't have Pistol and Strong formations you can only add one of them. If you have for example Pistol formation you can add the set "Pistol Trips" too.
